The Benalla Urban Growth Project provides for the construction of a major stormwater drainage outfall scheme in the vicinity of Cowan Street in Benalla.  The drainage scheme is a critical piece of infrastructure that will allow existing land to the east of Olivers Road and to the south of Cowan Street to be developed for residential purposes without adversely impacting on the existing drainage network in adjacent already developed areas of Benalla.
