David Eltringham took out the IPWEAvic Engineer of the Year Award in 2013 at the 2013 IPWEAvic Awards for Excellence Gala dinner held at the Hotel Windsor on 20 March 2013.

An engineer whose his last local government position was General Manager Technical Services at the Horsham Rural City Council and who has made a significant contribution to the public works industry over the past 47 years.   Amongst other outstanding achievements he led the WIFT project on behalf of Horsham Rural City Council.  Other attributes include working at regional level in the waste and freight areas; aerodromes; emergency management with floods and fires to  content with; exception public consultation and stakeholder management skills; establishment of a “can do” service delivery attitude and resource with Horsham Rural City direct management team.     He is a past president of Engineers Australia Victoria Division and has a great interest in the CFA, military history, returned services league, and community groups such as Wimmera tidy towns, Wimmera river improvement committee,  and the Spirit of Australia foundation.
