Brimbank City Council: North Sunshine Industrial Area Special Charge Scheme

- A small team of Council engineers:-
- Prepared the complex multi-million dollar special charge scheme to fund: roads, drainage and services not normally delivered by Councils e.g. Sewer mains etc.
- Managed the delivery of the works.
- Scheme approved by VCAT without alteration.
- Challenges included:-
- Gaining scheme approval.
- Works in a “brown fields” environment.
- Contamination.
- Flora, fauna and aboriginal heritage values.
- Compulsory land acquisition.
- The urban renewal project has:-
- Provided environmental, amenity and sanitation improvements.
- Been responsible for the significant increase in land values.
Project Objectives
North Sunshine Industrial Area is 12 kilometres from the Melbourne CBD, abuts the Western Ring Road and has ready access to key transport links.
In 1998, the northern section of the estate of 51 hectares and 508 properties was largely unserviced by roads, stormwater drainage and essential services.
Due to this and the disparate ownership, the opportunity to develop modern industrial businesses was limited.
Between 1998 and 2002, Council explored the options for providing the required services and infrastructure to revitalise the neglected industrial area.
Council was then advised that the implementation of a special charge scheme, based on the existing subdivision layout, was the most preferred (and practical) option for delivering services to the area.
The challenge for the Council Project Team (the team) was to: -
- Prepare a scheme that would be accepted by the property owners the Council and ultimately by VCAT.
