On December 21 3012 The Victorian Government released its strategy Securing Victoria’s Economy – Planning, Building, Delivering outlining the key reforms the government has implemented over the past two years and an economic action plan of more than 70 economic reforms.  It includes reform measures for:

• Victoria to maintain strong finances and maximise best ability to fund infrastructure and services in the future;
• infrastructure and transport improvements;
• planning reform and land development;
• private sector investment and employment;
• public sector reform;
• red tape reduction;
• cost of living, cost to business;
• taxation;
• connecting Victoria with new markets;
• positioning Victoria as the knowledge capital of Australia; and
• industrial relations reform

Page 58 of this document is of particular relevance to Local Government with an Action Plan to work with local government to identify opportunites to contain costs and implement a performance monitoring and reporting framework for local government and develop council rate setting principles and benchmarks to ensure accountability and transparency.

The winners in the 2013 IPWEAvic Awards for Excellence were announced at a Gala Dinenr held at The Hotel Windsor on 20th March 2013.

Winner: Capital Projects over $1M: Glen Eira City Council – Glen Eira Sports and Aquatic Centre

Special Commendation: Capital Projects Over $1M : Horsham Rural City Council – Wimmera Intermodal Frieght Terminal

Winner: Capital Projects Under $1M: Northern Grampians Shire Council – The Monash Steps/Stawell Steps

Winner: Asset Management Award: Kingston City Council – Turning a Water Strategy into a Capital Works Program

Ross Goyne was awarded the MEFvic Engineering Excellence Award at the 2013 IPWEAvic Awards for Excellence Gala dinner on 20 March 2013.

David Eltringham took out the IPWEAvic Engineer of the Year Award in 2013 at the 2013 IPWEAvic Awards for Excellence Gala dinner held at the Hotel Windsor on 20 March 2013.

An engineer whose his last local government position was General Manager Technical Services at the Horsham Rural City Council and who has made a significant contribution to the public works industry over the past 47 years.   Amongst other outstanding achievements he led the WIFT project on behalf of Horsham Rural City Council.  Other attributes include working at regional level in the waste and freight areas; aerodromes; emergency management with floods and fires to  content with; exception public consultation and stakeholder management skills; establishment of a “can do” service delivery attitude and resource with Horsham Rural City direct management team.     He is a past president of Engineers Australia Victoria Division and has a great interest in the CFA, military history, returned services league, and community groups such as Wimmera tidy towns, Wimmera river improvement committee,  and the Spirit of Australia foundation.

Expressions of Interest are sought from members who are interested in being part of the 2014 IPWEAvic Conference Committee.  If you would like gain new skills in confernece management, contribute to a great annual event,  and have some fun along the way please contact Anne Gibbs at agibbs@ipwea.org.au to register your interest.  What’s Expected of a Committee Member?

• Attend monthly meetings ( usually city based but we do do teleconferencing)
• Find sponsors/exhibitors
• Assist the conference chair to develop the conference program around the conference theme
• Assist the conference chair in contacting speakers as directed.
• Encourage attendance at the conference through your networks
• Attend the conference and assist on the day as required eg. assisting delegates, chairing sessions, assisting guests, speakers, exhibitors, sponsors etc

The 2014 State Conference is planned for 26th and 27th March 2014.
