For those that have an interest in lighting from an asset management, sustainability, design and safety perspectives. the CPEE is running a Road and Public Lighting Workshop 3-5 October at Mercure Spring Street Melbourne.

Lighting at the local government level is currently a hot topic around the country and this workshop is aimed at providing the skills necessary to become very informed purchasers of lighting design and operations.

For all professionals it is important to maintain currency of design standards.  The assessment of adequate lighting and adherence to AS1158 is an important component of road safety audits and crash investigations.  Lighting design is also an important treatment of crash locations.  The workshop covers these important safety aspects as well as the environmental and sustainability implications of adequate lighting design.   Specification and recent trials using efficient lamps are discussed.

The two presenters – Dr Steve Jenkins and John Rogers are both members of the Committee that developed the standard and are regarded as the top lighting experts in Australia.  Collectively the presenters have over 100 years experience in
lighting design and research.  Effective lighting design is an important road design element and a road safety treatment.  Compliant  design  to the Australian Standard  is therefore an essential part of overall good road design as well as meeting sustainability objectives.  For councils compliance to standards can be a major approach to risk and effective asset management.

This workshop is the only established training on road and public space lighting to the Australian Standards available in Australia.  For councils it is important to have some staff knowledgeable about lighting design so that you are informed purchasers of design and maintenance of lighting installations.

The IPWEAvic Wimmera Mallee Regional Group organised a luncheon and presentation on road recycling options, in Horsham at the RSL in McLachlan St. on Friday 16th September 2011. 12noon till 1:30pm

The presentation will be given by the following –

Brian O’Donnell, FIE Aust CPEng, a consultant to the City of Greater Geelong, who was requested to review that Council’s procedures relating to road resheeting.  Results indicated that it was more economical to stabilise the road.   Brian’s study also revealed that it was more economical to stabilise roads than conventional construction.

Steve Hey, Stabilised Pavements Australia will produce a case study on McClelland Road, Frankston using recycled satbilised pavement` and included in the study a carbon cost saving.

NO CHARGE and Lunch will be supplied.    All facilities available.

All Wimmera Mallee IPWEA members and meeting attendees are invited.

Also works supervisors will be more than welcome to attend, so please invite people who are involved in road rehabilitation works.

The Minister for Local Government presented at the Civil Construction Alliance Meeting of 24 August 2011.   She mentioned three elements as being crucial to the future success of the Victorian local government sector: accountability, sustainability, and collaboration.  Her speech notes can be accesssed here.

Ian Forsyth, Executive Director, WorkSafe briefed the Civil Construction Alliance Group at its meeting on 24 August 2011 on the National OHS Reforms, OHS performance in the building and construction industry, and what is happening at WorkSafe under his leadership.

Aboriginal Affairs Victoria invites submissions to the Review of the Aboriginal Heritage Act 2006.  Aboriginal Affairs Victoria is reviewing the operation of the Aboriginal Heritage Act 2006 on behalf of the Minister for Aboriginal Affairs.   The Aboriginal Heritage Act is about protecting Aboriginal places, objects and human remains.  Submission on any aspect of the Aboriginal Heritage Act 2006 or Aboriginal Heritage Regulations 2007 asre invited.  A discussion paper and further information about the review can be found on the Aboriginal Affairs Victoria website:

The Ombudsman has tabled a report in parliament on 15 June 2011 into the Corrupt Conduct by Public Officers in Procurement.

The State Govenrment has contributed $15,000 towards development of a set of 10 brochures that provide topic specific guidance for the development of trails in regional areas.

The information focuses on 10 key areas: Path Surfaces, Path Widths, Curves & Bends, Hills & Gradients, Road Crossings, End-of-Path Treatments & Obstacles, Navigation & Signage, Lateral Clearances, Bridges & Boardwalks, and Fences & Safety Barriers.

Dumped Rubbish Forum

A dumped rubbish forum was held at Moreland City Council on Wednesday 10th August 2011.  Over 80 public works professionals got together with the aim of sharing ideas on hitting hte dumped rusbbish problem experienced in our municipalites, waterways and rail corridors.  Andrew MacKinnon Group Manager City Operations set the scene speaking about the City of Morelands “Looking Good 100 day Campaign”.  Robyn Horner, Manager Statutory Compliance and Education at City of Kingston detailed City of Kingston’s experiences with combatting dumped rubbish.

Nerina Dilorenzo, Director City Infrastructure, City of Moreland, then lead a workshop looking at four issues:

1 – Why has dumped rubbish become such a big problem?

2 – What have you done at your Council or Organisation that has made a difference?

3 – What solutions would you like to try? No cost/low cost solutions, completely out of the box solutions?

4 – How do you change people’s behaviour on an issue like this?

City of Moreland is puting together a communique from the issues and solutions generated from the workshop and will circulate when finalised.
