You could hear a pin drop at the recent IPWEAvic Leadership Series Business Luncheon held at Kooyong Tennis Club on 17th August when Matt Gill re told his story of the Beaconsfield mine disaster Anzac Day 2006.  Matt was the mine manager when the disaster unfolded.  His experience in an emergency resonanted with delegates who have been through fire and flood emergency situations and the lessons learnt apply to any such emergency.  Matt suggested that it is important to have an emergency plan and in times of emergency bring it out and follow its steps.  Then:

  • believe in and trust the team
  • have a clear plan
  • write it all down
  • think outside the tunnel
  • respect the individual
  • understand the media
  • keep it in balance

The revised Victorian Local Government Draft Best Practice Procurement Guidelines(the Guidelines) are designed to assist Victorian councils and regional library corporations better understand their obligations under the Local Government Act 1989. The Guidelines were first released by Local Government Victoria (LGV) in 2008.

In early 2011, LGV undertook a consultation process to establish the priorities for revision of the Guidelines as well as reflect changes that have occurred since the first version was released.  The revised Guidelines have been informed on recommendations contained in reports by the Victorian Auditor-General and the Victorian Ombudsman.

Local Government Victoria has released the revised draft Guidelines for consultation as the last stage in finalising this document.

Feedback on the revised guidelines is welcome from interested parties.  Where possible, comments should be lodged electronically to amelia.chapman@dpcd.vic.gov.au using the feedback template.  The closing date for submissions is 5.00pm (AEST) 15 October 2012. The Guidelines and submission template can also be downloaded at:
